The Economic Development Department of the
Delaware Nation is involved in numerous
areas including, but not limited to, the
following which are deemed important to the
future development and quality of life of
the Tribe:

1. Indian Reservation
Roads (IRR) Program
The Indian Reservation Road Program keeps an
inventory of the condition of all roads,
highways and bridges within the Delaware
Nation area or scope of responsibility. It
maintains records of work done on past road
improvement projects and plans for future
improvement projects as determined in the
Long Range Transportation Plan The Delaware
Nation currently has 42.1 miles of roads in
its inventory and will determine other
projects from the Long Range Transportation
Plan currently being prepared.
2. Long Range
Transportation Planning Program (LRTP)
This LRTP is significant because there can
be no IRR Funding in the future unless the
Delaware Nation has the plan accepted by the
BIA and on record. It contains information
and data on completed highway and road
improvements since the last BIA inventory,
traffic counts, and traffic control devises
in use, any known roadway and roadside
traffic hazards as well as frequency of
motor vehicle accidents, and pertinent
demographic data.
3. Infrastructure
(Water and Sewer)
One of the most significant and least
understood Economic Development areas of
responsibility is that of the
infrastructure, i.e., water, sewer, roads,
and power. The existence of the Delaware
Nation, and any plans for growth, depend
upon the availability of the utilities
that many times are taken for granted. The
ED Department will do everything possible to
plan for the infrastructure needs so that
projects can proceed in a timely manner. It
should be noted that engineering and
environmental reports are necessary to
establish the size of water and sewer lines,
lift stations or pumps and other special
features.
4. Casino Development
The Delaware Nation has recently opened a
20,000 square foot casino with over 400
machines that has replaced the smaller
casino of the same name, ”Gold River
Casino”. Both casinos are on the acreage
which constitutes the Tribal Complex. The
older casino and bingo hall are currently
being dismantled and are being removed from
the property to allow for other
developmental programs. There are several
prospects for casinos in the future, when
the property clears the BIA process of being
placed “in trust”
5. Small Business
Incubators
The Delaware Nation Small Business Incubator
concept is to give Native American
entrepreneurs an opportunity to get their
business started, and then by the
established time frame, “leave the nest”
with a business that has a chance to
succeed. We will have technical support
from the Oklahoma Business Incubator
Association and National Business Incubator
Association. We are aware from statistics
that 3 out of 4 small businesses fail in the
first 2-3 years and we want to establish a
record that will offset that trend.
6. Mini-Storage Units
One of the things that has proven true in
almost all organizations through the years
is the lack of good and efficient storage
space for equipment and records. There is
always a department scrambling to find
storage units but most are a fairly long
distance from the Tribal Complex. For that
reason, we are planning to build/construct a
sufficient number of units that will allow
departments to store items at reasonable
cost with ease of accessibility. We will
also lease to other organizations to produce
income or cash flow.
7. Senior Housing,
Assisted Living and Nursing Home Complex
One of the most exciting and optimistic
undertakings of the Delaware Nation is a
closely associated campus type complex
consisting of Senior Housing Units, an
Assisted Living Center and a Full Service
Nursing Home. These three will relate so
closely that each and every senior/elder
will get the proper care and needed help for
their quality of life at the proper time of
their lives. It will be a classic example
of the care and respect given to our aging
Tribal members. A research facility may also
be added.
8. Free Trade Zones (FTZ)
and Hub Zones (HUB ZONES)
A Free Trade Zone (FTZ) or export processing
zone as it is also known is one or more
areas of a country where tariffs and quotes,
based on certain requirements, are lowered
in order to attract companies by raising the
incentives to do business there. Usually
they are located in developing countries
where normal trade barriers do not apply.
In the case of HUBZONES, the Delaware Nation
and Caddo County are qualified by the SBA.
The HUBZONE is an underutilized business
program to help businesses create more jobs
in economically distressed communities.
9.
Grant Preparation and
Submittal
The current activities in grant writing have
been limited to Rural Development Authority
(RDA) and Economic Development Authority (EDA)
grant/loan programs which now either require
a matching share or an economic investment
by the Delaware Nation. They do not have
pure grants for infrastructure needs which
are a limiting factor in future development.
10. SBA 8(a)-A Program
to Assist Business
The new and improved 8(a) program has become
a tool for helping socially and economically
disadvantaged entrepreneurs gain access to
the mainstream of business. It will play a
very important role in our Small Business
Incubator Program.
11. National Incident
Management System (NIMS) Participation
The NIMS Program was needed to establish a
nationwide approach for governments at all
levels to work together effectively and
efficiently with regard to domestic
incidents. The Office of Homeland Security
has developed the National Incident
Management System to assure that personnel,
who might be involved in any aspect of
domestic incident, receive preparedness
training in this Program. The Delaware
Nation by Resolution has agreed to
participate in the Program and provide a
Point of Contact (POC) who will help with
information gathering and future training
coordination.
12. Research Programs
for Diabetes, Lupus and Arthritis
Native Americans deal with the problems of
diabetes, lupus and arthritis every day of
their lives. It is planned in the Senior
Housing Program to include a research
facility to study these debilitating
diseases.
