The Western Delaware Indian Housing Authority (WDIHA) operates a variety of housing assistance programs using funds from the U.S. Department of Housing & Urban Development’s Indian Housing Block Grants and funds appropriated by the Delaware Nation.

Who qualifies for housing assistance?

While each specific program has its own eligibility criteria, for all programs (except for the Emergency Repair Program which is open to all Delaware Tribal members living within our service area) operated by the Western Delaware Indian Housing Authority you must:

  • Be Low –Income*
  • Qualify as family
  • Be a member of a federally recognized tribe

What is Low Income?

“Low-Income” means that your entire household’s gross income is equal to or less than 80% of the Median Income of the United States. To the right is a chart of maximum income limits broken down by household size. If your family’s total gross income is equal to or less than the maximum income limit for your household size then you are income eligible and can receive assistance from the WDIHA.

What types of programs are available?

The WDIHA operates five (5) different housing programs: Homeownership Program, Down/Payment Closing Costs Grant, Home Rehabilitation Grant, Emergency Housing Repair Grant, and Residential Rental Assistance Program and also three educational programs: Homebuyer Education, Financial Education and Home Maintenance Training.

Homeownership Program

The homeownership program assists low-income Native American families achieve homeownership by offering qualified families lease-purchase homes with no down-payment, 5% interest and 30 year terms. In addition to being a low-income Native American family, you must also be a first-time homebuyer, pass suitability screening and have a minimum income.

The chart to the right shows the minimum income for the homeownership program broken down by household size. If your family's total gross income is greater than or equal to the minimum income limit for your household size and you are not over income, then you are income eligible for the homeownership program.

Although this program is open to all Native Americans, priority is given to Delaware Nation Tribal Members.

Down Payment & Closing Costs Grant

This program provides a one-time grant to Low-Income Native American Families who are seeking a mortgage to purchase their primary residence. This grant helps defray Down Payments and Closing Costs. To participate in this program you must be a low income Native American Family, qualify for a private sector mortgage and attend Homebuyer Education. This program will be available on July 1, 2006. The Down Payment & Closing Costs Grant Program is a first come/first served program.

Educational Programs

Homebuyer Education. The WDIHA offers pre-purchase and post-purchase education for clients who are new to the home buying process. Students are provided with a copy of the Pathways Home: A Native Homeownership Guide.

Financial Education. The WDIHA offers personal financial education in a variety of topics including family budgeting, introduction to credit and loans, credit repair, personal savings, banking services, etc. Curricula include Building Native Communities from the Fannie Mae Foundation, MoneySmart from the FDIC and Practical Money Skills.

Home Maintenance Training. This training program is currently being developed. All training courses are free of charge. Please contact the WDIHA office for a current class schedule.
